Vacation rental, or short-term rental, is not allowed everywhere on Bonaire. The Bonaire Spatial Development Plan specifies that this may only be done in areas with the following zoning:
# Recreation-Stay Recreation
# Mixed-I
# Mixed-IV
# Mixed-VI
# Center (hotels existing recreational homes from before 2022)<\/p>\n

Short stays (rentals up to 90 days) are not allowed in other zoning areas. To rent out a house for 3 months or longer is allowed basically anywhere on the island. If a property is in a different area, such as e.g. Woongebied 1, 2 or 3, then the owner cannot apply for a waiver or permission to rent it out for a short term anyway.<\/p>\n

How does the map work?<\/strong><\/h4>\n

On a phone or tablet, the map works easiest. By making a (reverse) pinch, you zoom in and out. With 1 finger you can move the map<\/p>\n

With a PC, you can zoom in by using the scroll wheel on your mouse. As soon as you turn the wheel, it zooms in on the position where the cursor is.<\/p>\n

Another option is to hold down the control key and then press + or -. When + the map zooms in, when – it zooms out. You can then use the arrow keys to move toward the plot you are looking for more information about.<\/p>\n

How can I tell if vacation rental is allowed?<\/h3>\n

The map shows the different areas with different colors. When an area or plot is clicked, the destination of that area is shown.<\/p>\n

To find out which parcel of land has which zoning, you need to click (or point to on phone\/tablet) on that lot. A pop-up with information will appear, sometimes consisting of multiple tabs (click left\/right). This says exactly what the zoning is for that area.<\/p>\n

So for example, if it says “Woongebied-II,” then vacation rental is not allowed because this zoning is not in the list where short stay is allowed. However, if it says “Gemengd-I,” then vacation rental is allowed.<\/p>\n

The pop-up will display other interesting information, including:
# maximum building percentage
# maximum building height
# maximum gutter height
# a link to all rules<\/p>\n

Please note that the deed of delivery of a plot may still contain provisions that differ from the provisions of the OLB.<\/p>\n

Preparatory decision residence recreation and residential construction<\/h3>\n

On December 2, 2021, the government of Bonaire issued a preparatory decision for residential recreation and residential development. This decision applies to the entire island (all zoning districts where such cases may arise). Buildings that already had a residential recreational use prior to the Preparing Decision (provided this was permitted in accordance with the zoning from the ROB) can continue to be used as such.<\/p>\n

Land in the Gemengd-Uit te werken 1 zoning has yet to be developed with a development plan. The Preparation Decision (VBB 2021) will also play a role in the development. Tourism developments should meet the criteria of high-quality tourist accommodations. The policy laid down in the VBB and the update of the ROB aims at no new “second homes<\/p>\n

Consequences of VBB 2021<\/h4>\n

-Building applications for the construction of a new building with a residential recreational use or with a use as a second home are held (see VBB Article III).<\/p>\n

-It is prohibited to change the use of an existing building or part thereof to a residential recreational use with the exception of a building or part thereof for which a building permit has been granted (already before the VBB)<\/em> in which the residential recreational use is mentioned (see VBB Article V).<\/p>\n

-Article IV lists the cases to which the retention requirement does not apply, including high-value tourism.<\/p>\n

Why is vacation rental not allowed everywhere?<\/h3>\n

Because Bonaire has many tourists, the local government OLB (Openbaar Lichaam Bonaire) wants to regulate tourism somewhat. That is, they do not allow short-term rentals in residential areas. A post on Bonaire.nu explains it clearly: click here<\/span><\/a>.<\/p>\n

Vacation rental summary<\/h3>\n

Rental properties are allowed almost anywhere on Bonaire starting at 3 months. Vacation rental or short term rental is only allowed in certain areas designated in the Ruimtelijk Ontwikkelingsplan Bonaire (Spatial Development Plan) map. Renting for longer than 90 days is never a problem, but short-term rental is subject to rules.<\/p>\n
